Independent Electoral Commission
The Independent Electoral Commission is South Africa's constitutionally mandated body responsible for managing free and fair elections at all levels of government. Established in 1993 under the Electoral Commission Act, the IEC operates as an independent institution supporting constitutional democracy, reporting to the National Assembly rather than the executive. The commission's mandate encompasses the administration of national, provincial and municipal elections, the registration of voters, the delimitation of electoral boundaries, and the regulation of political party funding. It oversees voter education programmes, manages the national common voters' roll, and ensures compliance with electoral legislation including the Political Party Funding Act. The IEC is governed by a commission of five members appointed by the President on the recommendation of the National Assembly, with a chairperson and deputy chairperson among them. The body maintains provincial and municipal electoral offices across South Africa to facilitate voter registration and election administration. It has the authority to investigate electoral irregularities, enforce electoral codes of conduct, and adjudicate disputes related to party registration and funding disclosures. Since its establishment, the IEC has overseen multiple democratic elections and has played a central role in South Africa's transition to and consolidation of multiparty democracy. The commission's transparency requirements for political party funding have made it a key institution in promoting accountability in South African politics.
