Supply Chain Management
Supply chain management is the coordination and oversight of all activities involved in sourcing, procurement, conversion and logistics management within an organisation. It encompasses the planning and management of all activities involved in sourcing and procurement, conversion and all logistics management activities, as well as coordination and collaboration with channel partners, which can be suppliers, intermediaries, third-party service providers and customers. In essence, supply chain management integrates supply and demand management within and across companies. The discipline plays a critical role in both private-sector efficiency and public-sector service delivery, particularly in ensuring value for money, transparency and compliance with procurement regulations. In the South African public sector, supply chain management is governed by specific legislation and regulations designed to promote fairness, equity, transparency, competitiveness and cost-effectiveness in procurement processes. Effective supply chain management can reduce costs, improve quality, speed up delivery times and enhance overall organisational performance. Conversely, poor supply chain management practices can lead to wasteful expenditure, service delivery failures and opportunities for corruption. The field has evolved significantly with the advent of digital technologies, including enterprise resource planning systems, blockchain for traceability and artificial intelligence for demand forecasting. Supply chain management remains a key focus area for auditors, oversight bodies and anti-corruption agencies, particularly in monitoring compliance with procurement rules and detecting irregular expenditure.
