Babita Deokaran

Babita Deokaran was a South African financial official and whistleblower who served as chief director of financial accounting in the Gauteng Department of Health. She is best known for her role in exposing corruption related to procurement irregularities and fraudulent invoicing at public healthcare facilities, including Tembisa Hospital. Deokaran was a key witness in investigations into the misappropriation of funds intended for personal protective equipment and other medical supplies during the Covid-19 pandemic. Her work involved identifying and reporting suspicious transactions and inflated contracts that pointed to organised fraud within the provincial health system. On August 23, 2021, Deokaran was shot and killed outside her home in Johannesburg in what investigators believe was a contract killing linked to her whistleblowing activities. Her assassination sent shockwaves through South Africa's public sector and civil society, highlighting the dangers faced by individuals who challenge corruption. The murder prompted calls from organisations such as Business Leadership South Africa and government bodies including National Treasury for stronger protections for whistleblowers and more robust action by the National Prosecuting Authority against those implicated in corruption. Deokaran's death became a symbol of the risks inherent in exposing malfeasance in South Africa's state institutions. Her case has been cited alongside other high-profile corruption scandals examined by the Zondo Commission as evidence of the need for systemic reform and accountability in public administration.
