Zambia’s mining sector is once again in the global spotlight, with the Lumwana Mine standing at the forefront of the country’s renewed push to expand copper production and drive economic growth. Operated by Barrick Mining Corporation, Lumwana is not only one of Africa’s largest copper mines, but also a symbol of what can be achieved through strategic investment, strong government collaboration, and a forward-thinking approach to workforce development.

Located in Zambia’s North-Western Province, near Solwezi, the mine has undergone a significant transformation in recent years. Once challenged by high operating costs, Lumwana is now the focus of a major expansion project aimed at repositioning it as a world-class, long-life copper asset. At the heart of this transformation is a multi-billion-dollar super pit expansion, expected to significantly increase production output and extend the mine’s operational life for decades to come.

Public-Private Collaboration Driving National Goals

This ambitious growth has been strongly supported by the Government of Zambia, which has aligned the project with its broader vision of increasing national copper production to approximately three million tonnes annually over the next decade. The collaboration between the public and private sectors reflects a shared commitment to leveraging Zambia’s natural resources for sustainable economic development.

Boosting Local Job Creation

Beyond production targets, the Lumwana expansion is already making a meaningful socio-economic impact. The project is expected to generate approximately 2,500 jobs during its construction phase, with a further 500 to 600 permanent roles once operations stabilise. Importantly, the vast majority of these opportunities are being filled by Zambian nationals, reinforcing the government’s localisation objectives and ensuring that the benefits of the project are felt within local communities.

In fact, Lumwana has become a benchmark for local workforce integration, with an estimated 98% of employees being Zambian. Many of these individuals are drawn from surrounding communities, supported by targeted training and development initiatives. Programmes accredited by local institutions are equipping workers with the technical skills required to participate meaningfully in a highly specialised industry, creating a lasting legacy that extends far beyond the life of the mine itself.

Navigating Zambia’s Complex Immigration Landscape in Attracting International Experts

That said, the scale and technical complexity of a project like Lumwana inevitably requires a degree of international expertise. Expatriates continue to play a vital role, particularly in niche areas such as engineering, project management, and advanced technical operations. However, their presence is carefully managed and typically limited, with a strong emphasis placed on skills transfer to local employees.

This balance between local employment and foreign expertise brings into focus one of the more challenging aspects of operating in Zambia: the immigration process. While the country’s regulatory framework is designed to protect and prioritise local labour, it can present practical challenges for companies needing to deploy specialised foreign skills within tight project timelines.

Work permit applications in Zambia require detailed justification, robust supporting documentation, and clear evidence of a company’s commitment to localisation. Processing times can be unpredictable, and regulatory scrutiny is often high, particularly within the mining sector. For organisations involved in large-scale developments like Lumwana, these complexities can have a direct impact on project delivery if not managed effectively.

As Keri Culver of Xpatweb explains: “Zambia’s immigration framework is designed to prioritise local employment, which is a positive and necessary approach. However, for large-scale projects requiring specialised foreign skills, navigating the permit process can be complex. Having the right immigration partner is critical to ensuring compliance while maintaining project timelines.”

In this context, the role of experienced immigration providers becomes essential. By guiding companies through the intricacies of the Zambian permit system, these partners help mitigate risk, ensure compliance, and enable businesses to access the expertise they need without unnecessary delays.

Where Investment, Policy and People Intersect, Prosperity Follows

Ultimately, the Lumwana Mine represents more than just a mining operation, it is a cornerstone of Zambia’s economic future. With strong government backing, significant job creation, and a clear commitment to local skills development, the project is poised to play a defining role in the country’s growth trajectory.

As Zambia continues to position itself as a leading global copper producer, projects like Lumwana will remain central to that vision, demonstrating how investment, policy, and people can come together to shape a sustainable and prosperous future.
