National Conventional Arms Control Committee

The National Conventional Arms Control Committee is a South African statutory body responsible for regulating the country's conventional arms trade. Established under the National Conventional Arms Control Act of 2002, the committee oversees the export, import, marketing, manufacturing and transfer of conventional arms and related materiel. Its mandate includes evaluating applications for arms-related permits and ensuring compliance with South Africa's international obligations and domestic policy on arms control. The committee operates within the framework of South Africa's defence and foreign policy objectives, balancing economic interests in the defence industry with ethical and strategic considerations. It reports to the Minister of Defence and Military Veterans and works closely with the Directorate for Conventional Arms Control, which provides administrative and technical support. The committee's decisions are subject to parliamentary oversight through the Joint Standing Committee on Defence. Membership typically includes representatives from relevant government departments, including defence, foreign affairs, trade and industry, and intelligence services. The body plays a central role in South Africa's position as both a producer and exporter of defence equipment, ensuring that arms transfers do not contribute to regional instability or human rights violations. The committee's work has periodically attracted public and parliamentary scrutiny, particularly regarding transparency in arms export approvals and the disclosure of end-user destinations.
