On behalf of the City of Johannesburg and the Department of Public Safety, I extend a warm welcome to Mr Lesiba Arnold Malotana as he assumes office as the newly appointed Head of Department: Public Safety.

The appointment marks an important moment in Public Safety's institutional development. The Department has operated without permanent leadership at this level for an extended period, while simultaneously contending with critical vacancies across key areas of its organisational structure. These circumstances have placed considerable demands on the institution and have reinforced the importance of stable, capable, accountable, and purposeful leadership.

HOD Malotana's assumption of office comes at a significant juncture for both the Department and the City of Johannesburg. It reflects the City’s continued commitment to strengthening institutional capacity and ensuring that critical leadership positions are entrusted to professionals with the requisite qualifications, experience, credentials and demonstrated capability to fulfil the responsibilities of public office.

As the political leadership responsible for Public Safety, we look forward to working constructively with the new Head of Department and the broader Public Safety leadership collective to strengthen institutional coordination, address critical capacity gaps, enhance collaboration across the Department’s entities and directorates, and ensure sustained attention to the Department’s core mandate of contributing to a safer Johannesburg.

This appointment represents an opportunity to consolidate institutional leadership, strengthen organisational capability and position the Department to respond with greater coherence and effectiveness to the evolving public safety demands of a major metropolitan city.

The people of Johannesburg expect public institutions to work with purpose, professionalism and accountability. Our collective responsibility is to ensure that the systems, leadership and organisational capacity required to meet those expectations are strengthened and sustained.
