This report from the Centre for Development and Enterprise makes the case for reducing South Africa's skills shortages by recruiting large numbers of skilled foreigners and managing better the flows of economic migrants and asylum-seekers. While the whole system of skills production needs to be reformed, in the short term, South Africa needs urgently to reform its migration policies so that skilled people can be enabled and encouraged to live and work in South Africa.
