The South African Zionist Federation (SAZF) has formally lodged a complaint with United Nations Secretary-General António Guterres regarding the conduct of Dr. Tlaleng Mofokeng, the UN Special Rapporteur on the Right to Health.
The complaint follows a ruling by the Health Professions Council of South Africa (HPCSA), which found Dr. Mofokeng guilty of unprofessional conduct, including the use of abusive and inappropriate language on social media, and behaviour that brought the medical profession into disrepute. A financial penalty was imposed in terms of the Health Professions Act.
In its submission to the UN, the SAZF argues that this conduct is incompatible with the standards required of a United Nations mandate-holder. The Code of Conduct for Special Procedures is explicit: officials must act with impartiality, integrity, restraint and professionalism. Dr. Mofokeng’s conduct, both online and in public commentary, falls far short of these obligations.
The complaint further details a sustained pattern of behaviour, including the use of racially charged and abusive language, the promotion of conspiracy theories, and public statements that undermine her ability to act as an objective and credible voice on human rights issues. It also raises concern over statements perceived as supportive of Hamas and dismissive of its atrocities, as well as repeated distortions of historical and political facts.
SAZF National Chairman, Craig Pantanowitz, said:
“The United Nations cannot demand integrity from the world while turning a blind eye to conduct that erodes its own credibility. This is not about politics - it is about standards. When a UN Special Rapporteur is formally censured by her own professional body for misconduct, it raises serious questions about her fitness for such a role.”
“The position of Special Rapporteur carries both influence and responsibility. It requires fairness, discipline, and a commitment to truth. Where those standards are repeatedly breached, there must be accountability.”
The SAZF has called on the Secretary-General to initiate a formal investigation into Dr. Mofokeng’s conduct and to take appropriate disciplinary action.
“The credibility of the United Nations rests not only on the principles it proclaims, but on the standards it is willing to enforce,” Pantanowitz added. “Failure to act risks further damage to the institution’s moral authority.”
The full complaint has been submitted to the Office of the Secretary-General and is supported by documented evidence, including the HPCSA ruling and a detailed record of public statements.
