This matter has been outstanding for quite some time though media reported about it in numerous occasions and the police just dig in in their heels and do nothing about it. Their presentation on the 18th of May 2022 in parliament is an indication that the new leadership is willing to correct mistakes done by the previous police administration. Though this will take some time but a good step towards the right direction. 

Ipusa has made hysterical calls in the past to have this situation attended to but to no avail. Saps continued to spend more money in litigation fighting amongst themselves and neglected the most important element members needed not only for security purposes, but for comfort as well. It is these conditions which, if made better, members will be able to perform better. We want to take this opportunity as IPUSA and thank them for doing the right thing at last.

This step must seek to eliminate park homes as offices. Renovations of buildings while members are occupying same is against occupational health and safety as it is hazardous. IPUSA visited various police stations, district commissioners’ offices and Soweto training facility caught our eye. There is a contract on site using drilling machines around the classes. Less than 50% of the trainees succeed and those who didn’t, the environment is the cause. There are members of the public roaming the facility and steal toilet sits and taps in broad day light while the training is in session. 

At times they have to stop the training and chase suspects with trainees, and suspects will just disappear into the township due to an absent security wall/fence and leave them with running water from the stolen taps. This project has been on for more than 5 years and IPUSA has records showing how many times this was reported to the Provincial authorities and nothing has happened.

IPUSA is calling on management not to stop on infrastructure but move on to RAG (Resource Allocation Guide) which will show how poorly staffed Police stations are, in both human resources and vehicles. Public are complaining about poor service delivery, lack of vehicles from client service centers, no visible policing and detective services are incopmetent because the RAG have changed and need to be corrected. Currently, we doing what we call reactive policing because there are not enough resources to do proactive policing or resources are misplaced. It is for this reason that we as IPUSA have been calling for a full audit report of the SAPS so that we identify the overall root causes of poor performance by the SAPS. Any changes in the SAPS should be informed by a study which must also recommend to the authorities what kind of changes are needed to address those inefficiencies. 

Currently SAPS is flat and we should identify what are the short-, medium- and long-term challenges and start dealing with them in terms of their priority. 

The re-engineering of the Saps Organizational structure will be the last one because it is this structure which must help deal with identified challenges.
