1. That the following be a new clause:
Substitution of section 23 of Act 130 of 1998 16. The following section is hereby substituted for section 23 of the principal Act: ‘‘Detention of asylum seeker 23. If the [Minister] Director-General has withdrawn an asylum seeker permit in terms of section 22(6), he or she may, subject to section 29, cause the holder to be arrested and detained pending the finalisation of the application for asylum, in the manner and place determined by him or her with due regard to human dignity.’’.
