The Public Servants Association (PSA), representing the majority of employees at the Government Pensions Administration Agency (GPAA), welcomes the dismissal of Kedibone Madiehe as GPAA CEO following the sanction pronounced by the Chairperson of a disciplinary hearing on 7 September 2026.
 
The disciplinary process followed a forensic investigation in the wake of media reports relating to alleged irregularities involving the procurement of new head-office accommodation, a security services contract, and corporate uniforms for GPAA employees. Financial misconduct, procurement irregularities, and non-compliance with the Public Finance Management Actundermine internal controls, accountability and good governance and cannot be tolerated in public entities entrusted with public resources.
 
The PSA welcomes the decisive intervention by the Minister of Finance and National Treasury in relation to these serious allegations of financial misconduct, governance irregularities, and procurement wrongdoing at the GPAA. The GPAA has a fundamental responsibility to protect the interests of public servants, pensioners, and beneficiaries. Any conduct that compromises public resources or undermines confidence in the administration of pension benefits cannot be tolerated.

The PSA views the decision to dismiss the CEO as an important step towards restoring accountability, integrity, and good governance at the GPAA. Public entities have a responsibility to ensure that public resources are managed transparently, responsibly in the interests of all stakeholders.
 
The PSA urges the Minister of Finance to ensure that a credible, competent, and suitably qualified CEO, who is beyond reproach, is appointed to lead the GPAA. The process of appointing a new CEO must be conducted through a transparent, fair, and merit-based recruitment process free from political interference and undue influence. The GPAA requires stable, competent, and ethical leadership capable of restoring confidence, strengthening governance and accountability, and protecting the interests of public servants, pensioners, and beneficiaries.
