- Protection of civilians post peacekeeping drawdowns: reducing risks in DRC, South Sudan and Sudan1.94 MB
In recent years, a number of peacekeeping missions have exited their contexts, driven by decisions outside of their control, even as conflict dynamics continue to fuel violence against civilians.
Whether driven by politics in the United Nations Security Council, politics at national level or the liquidity crisis, a reduction in the presence, footprint and activities of peacekeeping missions can lead to critical protection of civilian (PoC) gaps and require significant adaptation of the wider ecosystem of actors that could contribute to reducing risks to civilians’ safety.
This report examines PoC gaps in transition contexts in South Kivu (the Democratic Republic of Congo), South Sudan and Darfur (Sudan), and explores how different actors try to mitigate these PoC gaps.
