The National Energy Regulator of South Africa (NERSA) wishes to confirm that the Minister of Energy, Ms Tina Joemat-Pettersson, has appointed Mr. Christopher Forlee as Chief Executive Officer (CEO) and Full-Time Regulator Member of NERSA for a period of five years, effective from 1 January 2017 to 31 December 2021.
Mr. Forlee is an electrical engineer and a highly experienced professional within the energy sector. Over the past 26 years, he has held various technical, managerial and executive positions spanning the State-Owned, Government and Business spectrum.
In addition to the above, Mr. Bukula the Full-Time Regulator Member for Electricity left the Energy Regulator at the end of December 2016.
In order to ensure the efficient and smooth operation of NERSA, the Minister of Energy has appointed Mr. Mbulelo Ncetezo (currently Executive Manager: Electricity) to act as the Full- Time Regulator Member primarily responsible for Electricity and Ms. Nomfundo Maseti to act as the Full-time Regulator Member primarily responsible for Petroleum Pipelines Regulation.
Mr Ncetezo is a qualified electrical engineer with extensive knowledge and understanding of the Electricity Supply Industry (Generation, Transmission and Distribution). He held various management positions in organisations such as Anglo American Electronics laboratories, Transkei Electricity Supply Corporation (Tescor) and Eskom. He has an extensive experience in regulation having served as one of ICASA’s first nine Councillors appointed in 2000.
He joined NERSA in 2008 as an Executive Manager in the Electricity Regulation Division. He has a good understanding of legislation, policy, rules and codes of practice and standards.
Ms Nomfundo Maseti is an economist and held various positions at the Competition Commission including serving as a Senior Economist. She also served as Chief Director in the Department of Trade and Industry, responsible for policy formulation and regulations in the area of competition, corporate and consumer. She has an extensive knowledge of industrial economics, regulatory economics and economics of competition law and consumer law which are imperative in the sustainable development and regulation of the piped gas and petroleum industries.
Ms Maseti joined NERSA as the Executive Manager for Piped Gas Regulation in November 2010 and was then appointed Full-time Regulator Member primarily responsible for Piped-Gas Regulation. She will also continue in her current role as the Full- time Regulator Member primarily responsible for Piped-Gas Regulation.
NERSA Chairperson, Mr Jacob Modise, congratulated Mr Forlee on his new appointment.
He further said that “Mr Forlee’s immense experience in the energy industry will greatly contribute in ensuring that NERSA execute its mandate to ensure sustainable development of the electricity, piped-gas and petroleum industries to balance the economic interests of all stakeholders and ensure the sustainable socioeconomic development of South Africa.”
Mr. Modise also expressed his gratitude to the Minister of Energy for the Acting appointments made to ensure NERSA’s business continuity until such time that permanent appointments can be effected.
