The Democratic Alliance condemns the uMkhonto Wesizwe Party (MKP) decision to oppose the withdrawal of KwaZulu Natal’s (KZN) 2026 Second Unauthorised Expenditure Authorisation Bill as KZN’s Government of Provincial Unity (GPU) seeks to ensure that critical objectives are met.
The move is reckless, irresponsible and a dim-witted tactic that will ultimately impose a heavy burden on frontline departments such Health and Education, which are already struggling to deliver essential services under constrained budgets. It also further exposes the MKP’s financial illiteracy and lack of understanding when it comes to money bills and related fiscal mechanisms.
The Bill authorises R114.9 million as a direct charge against the Provincial Revenue Fund and R1.048 billion as a first charge against future departmental budgets over seven years. KZN’s Government of Provincial Unity (GPU) is concerned by these proposals and has adopted a cautious approach in withdrawing the bill for further consideration to ensure that unauthorised expenditure is addressed without crippling service delivery.
By placing politics ahead of principle and opposing the withdrawal of the Bill, the MKP has chosen populism over pragmatism, ignoring the fiscal realities faced by frontline departments and placing political stunts ahead of logic or expertise.
International best practice on unauthorised expenditure is clear: legislatures must either regularise unauthorised expenditure through transparent authorisation or enforce recovery measures. To simply reject authorisation, as the MKP proposes, leaves departments with unresolved liabilities and undermines financial governance. Worse still, it risks destabilising budgets for critical programmes including emergency healthcare, learner transport, and social development.
The DA has consistently argued that unauthorised expenditure must be dealt with through structured repayment plans, strict oversight, and consequence management. This Bill has the potential to achieve exactly that - spreading the impact over seven years to protect service delivery while enforcing accountability. The Bill must however be reviewed to ensure that these objectives are met.
The MKP’s refusal to support this balanced solution exposes its disregard for governance and willingness to gamble with the futures of vulnerable communities.
The DA, as a responsible GPU partner, will continue to champion responsible fiscal management, ensuring that unauthorised expenditure is addressed in a manner that safeguards both accountability and service delivery. KZN’s people deserve stability, not reckless political grandstanding.
