The Minister of Trade, Industry and Competition, Mr Parks Tau has welcomed Cabinet’s concurrence on the appointment of the Board of the National Gambling Board (NGB) in September 2026. 

Tau says the appointment of the Board marks a new era in which the implementation of the mandate of the NGB will be strengthened with a governance structure that will provide oversight and oversee the regulation of gambling in South Africa, working with provincial licensing authorities and other law enforcement entities.

“This is a significant milestone for the Department as the NGB has operated without a Board since 2014. We look forward to the contribution of the Board in strengthening the regulation of gambling in the country. The Board will collectively drive the strategic direction of the NGB and strengthen corporate governance. It will also support the NGB in carrying out its mandate in terms of the National Gambling Act, 2004, including addressing illegal gambling, investigating unlawful winnings, monitoring compliance by provincial licensing authorities, market share and market conduct, as well as the risks and socio-economic impact of gambling,” says Tau.

“The incoming Board will build on the progress made by the NGB under the leadership of Acting Chief Executive Officer, Mr Lungile Dukwana, and the executive team, while providing the strategic oversight and direction required to take the organisation forward,” adds Tau.

Tau says the new Board will also ensure effective regulation of gambling, advise on norms and standards across gambling to ensure harmonisation of gambling regulation in the country.  

Tau emphasises that he expects the Board to build confidence and strengthen engagements and support to the gambling industry, using the collective expertise of its members to provide oversight of the National Gambling Act. It must also enhance collaboration with other regulators, ensure adherence to other laws, strengthen the enforcement of gambling and provide policy and regulatory recommendations to the National Gambling Policy Council.  

“The Board is appointed at the time when there is excessive gambling in society, including online, and it is expected that this challenge and many others will receive more concerted attention. We expect the Board to ensure a balance between the socio-economic impact of gambling, and protection of society against its harmful effects,” notes Tau.

The Board will be led by Dr Makgathatso Charlotte Chana Pilane-Majake as the chairperson, and Mr Kganki Matabane as the deputy chairperson.  

Pilane-Majake previously served as the Deputy Minister of Public Service and Administration. She previously worked as the Chief Executive Officer of the Commission on Gender Equality (CGE) in 2002. She is the Chairperson of the Bertha Gxowa Foundation. 

She also has extensive academic experience. She lectured at the University of Limpopo and University of KwaZulu-Natal, respectively, teaching Human Rights and Development Studies. She holds a Doctoral Degree from the University of South Africa; a Master’s Degree in Social Science from the University of Natal.

Matabane is currently the Chief Executive Officer of the Black Business Council, an umbrella body of black business in South Africa. He is a highly experienced and seasoned business executive with over 27 years of operational and strategy execution experience, including doing business in more than 10 countries in the African continent, covering the telecommunications, policy, power utilities, rail logistics, motor retail, Bus Rapid Transport, policy, advocacy and mining sectors.

He holds a Master of Business Leadership Degree from the University of South Africa (UNISA), a Postgraduate Diploma in Business Administration from the University of Pretoria (UP) and a BTech Degree from UNISA. He has experience in business administration, financial management, management accounting and human resources.
