The Democratic Alliance (DA)-led City of Cape Town and Western Cape Government continue to demonstrate strong delivery in housing, with Human Settlements Minister Thembi Simelane confirming the leading performance in key programmes during the first quarter of the 2026/27 financial year.
In a written reply in the National Assembly, Minister Simelane confirmed that the DA-led City of Cape Town delivered 523 serviced sites through the Urban Settlements Development Grant (USDG) in Quarter 1, accounting for 47.6% of all metropolitan USDG serviced-site delivery nationally.
Cape Town also delivered 353 serviced sites through the Informal Settlements Upgrading Partnership Grant (ISUPG), representing 71% of all metropolitan ISUPG serviced sites delivered across South Africa. Johannesburg, Tshwane and eThekwini recorded zero deliveries under the programme during the same period.
The Western Cape Government is also leading nationally in First Home Finance, facilitating 427 opportunities in Quarter 1. This was 343 more than KwaZulu-Natal, 372 more than the Eastern Cape and 380 more than Gauteng.
Dirk Wessels, MPP, DA Western Cape spokesperson on Infrastructure, said: “Under a DA-led government, service delivery is a responsibility because residents have entrusted us to act in their best interests, and these figures show that commitment in action. We believe government must turn public resources into real opportunities by delivering the housing and infrastructure communities need, while creating jobs, supporting local businesses and growing the economy.”
Wessels added that national accountability remains a concern. “A separate parliamentary reply confirmed that entities reporting to the Human Settlements Minister incurred approximately R19.99 million in irregular expenditure during 2025/26. The largest amount was recorded by the Property Practitioners Regulatory Authority at R11.81 million.”
At the prescribed quantum of R183,257 for a fully subsidised 40m² BNG house, R19.99 million could have funded approximately 109 homes. At R72,107 per serviced site for A-grade services, it could have funded approximately 277 serviced sites.
Wessels concluded: “This highlights the cost of irregular expenditure, when every rand should be directed towards improving the lives of South Africans. The contrast is clear: every rand should be accounted for, and DA-led governments are focused on turning public money into tangible delivery and real opportunities for residents."
