In a deliberate effort to strengthen the management of the City of Johannesburg and service delivery programmes, the Council, on receipt of a report from the Multi-Party Government’s Mayoral Committee, passed a resolution that authorised the Executive Mayor to place the Acting City Manager, Mr Floyd Brink, on special leave.

This was done in order to give an independent investigator the space to investigate allegations of misconduct as expressed by an ENS investigation into non-compliance with procurement processes for portable handheld communication devices and CCTV equipment for the Public Safety Department.

Therefore, in order to keep the City Administration well-managed and to avoid disruptions to service delivery, Council also resolved to appoint Mr Christiaan ‘Tiaan’ Ehlers as the Acting City Manager until a new and permanent City Manager has been appointed.

Across the City, Mr Ehlers, is considered to be a pair of safe and uncompromising hands, who has served the City of Johannesburg under several political administrations led by different political parties and politicians. He has 34-years of local government experience, seventeen of which are at executive management level.

Since August 2021, Mr Ehlers has served as the Executive Director of the Environment and Infrastructure Services Department (EISD), which encompasses key frontline service delivery entities, namely, City Power, Joburg Water and Pikitup.

He completed his tertiary education at the University of Pretoria, where he obtained a bachelor’s degree in Town and Regional Planning in 1980; in 1990 he obtained Master’s in Business Leadership (MBL) from the University of South Africa (Unisa); and he also armed with a National Certificate in Municipal Financial Management from Wits obtained in 2016, and he was part of the APMG Public-Private Partnership (PPP) Founding Program in 2017.

On behalf of the Multi-Party Government, I wish the Acting City Manager all the best, and I have no doubt that he will serve the City and its close to 6-million residents without favour and with a commitment to equitable and quality service delivery.

The appointment of a permanent City Manager is of critical importance to the Multi-Party Government and our priority of building a well-run city. In the interest of service delivery and the residents, we are working to conclude the process of appointing a permanent and capable woman or man as City Manager.
