With South Africa's 2026 Local Government Elections fast approaching, Ground Work Collective has officially opened registrations for its Protect Our Democracy Independent Election Observer Programme, calling on 7 000 patriotic South Africans to volunteer as independent election observers on Election Day, 4 November 2026.

Ground Work Collective is inviting citizens from every province, town and community to become part of one of the country's largest citizen-led election observation initiatives.

During the 2024 National and Provincial Elections, more than 3 000 volunteers joined the programme, helping Ground Work Collective collect over 7 000 pieces of election evidence and produce one of South Africa's most comprehensive independent election observation reports. This year, the organisation aims to more than double that impact.

"Democracy cannot be protected by institutions alone. It depends on ordinary citizens choosing to show up. This programme is about giving every South African the opportunity to play a direct role in safeguarding the integrity of our elections." 

Who Should Volunteer 

Ground Work Collective is encouraging participation from every sector of society, including:

 Patriotic South Africans who want to actively contribute to strengthening democracy.

 Businesses looking to expand their corporate volunteerism programmes by encouraging employees to serve as election observers.

 Civil society organisations that believe in protecting democratic institutions.

 Faith-based organisations that encourage service, integrity and active citizenship.

 Universities, colleges, youth organisations and community groups.

 Retirees, professionals, students and first-time volunteers. We are also encouraging families to volunteer together.

Parents are invited to bring along their children, particularly those who will be voting for the first time, experience democracy from behind the scenes and witness first-hand the dedication and professionalism required to deliver free and fair elections. We believe there is no better civic education than allowing young South Africans to see democracy in action before they cast their own vote.

Importantly, there is no upper age limit for volunteers. Whether you are eighteen or eighty, there is a role you can play in strengthening South Africa's democracy. 

Every Ward Matters

South Africa has more than 23 000 voting stations, making it impossible for any single organisation to cover every polling station without public participation. While volunteers are encouraged to observe in their own wards, they are also welcome to register for a neighbouring ward where additional support may be needed. Particular attention will be given to 946 priority wards identified through electoral analysis as highly competitive "red zones."

These are wards where previous election results were decided by exceptionally small margins or where multiple political parties are expected to compete closely. In these areas, every vote, and every aspect of the voting and counting process, can have a significant impact on the final outcome.

Deploying well-trained independent observers in these priority wards helps strengthen transparency, increase public confidence in the process, and ensure that any concerns are documented and reported through the appropriate legal channels. 

One Day Can Make a Difference

Unlike long-term volunteer commitments, becoming an independent election observer requires just one day of national service. Volunteers will receive comprehensive training before Election Day, equipping them with the knowledge and practical skills required to observe professionally, impartially and in accordance with South African electoral law.

At Ground Work Collective we also recognise that many South Africans want to serve their country but that volunteering is easier for some than for others. To ensure that financial circumstances never prevent anyone from participating, a modest stipend is available to volunteers who require assistance with transport and meals on Election Day.

We encourage those who are able to volunteer without this support to do so, allowing these limited resources to assist those for whom they make the greatest difference. The programme is proudly non-partisan and welcomes South Africans from every background who are committed to protecting the integrity of the democratic process.

Registration Closes Midnight, 7 September

The two months leading up to Election Day will be dedicated to training, accreditation, deployment planning and ensuring every observer is fully prepared before taking up their role on 4 November. The organisation is therefore encouraging South Africans to register as early as possible. "Protecting democracy isn't only the responsibility of government or political parties. It belongs to all of us.

Whether you're a business leader encouraging your staff to volunteer, a church mobilising your congregation, a community organisation, or simply a citizen who believes every vote should count, this is your opportunity to serve your country."
