Today marks another step in the fight against corruption and the pursuit of clean governance in the City of Tshwane, as the Democratic Alliance (DA) continues its commitment to holding the governing coalition accountable.
In December 2025, the DA opened a fraud case against Tshwane Deputy Executive Mayor, Eugene Modise. The case is based on Modise's misrepresentation by failing to declare his interest in Triotic Protection Services, a company providing watchman services to the City of Tshwane, and the prejudice suffered by the City through the irregular extension of the Triotic contract.
Triotic Protection Services continues to receive approximately R3 million per month from the City of Tshwane through a contract that is being extended on a month-to-month basis.
This is despite an internal Council report finding that Modise, who resigned as a director of the company shortly after being sworn in as a councillor, continues to benefit from Triotic. This happens through a monthly rental income and instalment payments following the alleged sale of his shares in the company. To date, he has failed to produce a sale agreement.
Due to pressure from the DA, Modise has withdrawn his name from the ANC mayoral race ahead of the upcoming election. However, he continues to enjoy protection from the ANC's leading candidate, Aaron Maluleka, who appears poised to act as Modise's proxy who will continue to protect his business interests.
In contrast, the DA's mayoral candidate for the City of Tshwane, Cilliers Brink, has pledged to root out corruption by removing corrupt officials and tenderpreneurs, and appointing honest, hardworking professionals committed to serving residents.
The DA will continue its fight to hold the government of the day accountable while working hand in hand with the residents of Tshwane to take back your City come the Local Government Elections on 4 November 2026.
