The DA in Ekurhuleni is calling for a comprehensive lifestyle audit of City Manager Kagiso Lerutla after allegations circulating on social media claim he purchased properties in cash for popular musician MaWhoo, allegedly his partner, and that he may be traveling to China with two municipal officials.

These allegations must be investigated through the appropriate lawful processes.Given Lerutla’s position as the head of the City’s administration, the public deserves clear answers about allegations that raise questions about his financial affairs and possible international travel.

We are particularly concerned that not a single senior manager in Ekurhuleni has undergone a lifestyle audit, according to the City’s response to my COGTA legislative question. The City confirmed that lifestyle audits have only commenced within the EMPD, focusing on superintendents and higher-ranking officers, before eventually extending to senior municipal management and high-risk areas such as supply chain management.

The City further confirmed that no matters had yet been referred to the Special Investigating Unit, Hawks, SAPS or the National Prosecuting Authority as part of this process.

This is an unacceptable accountability gap in a municipality plagued by corruption allegations, procurement concerns and questions about the misuse of public funds. Lifestyle audits cannot remain a promise for some distant future while senior officials control public money.

We demand clarity on the property allegations, the reported China trip, and whether any travel complies with Lerutla’s reported bail conditions, including the alleged surrender of his passport. If a breach has occurred, the relevant authorities must investigate.

If elected to govern, and in accordance with our 2026 Manifesto, I will strengthen the oversight bodies that keep municipalities honest. Ekurhuleni municipality will establish fully functioning public accounts and audit committees – comprised of properly trained members who know how to read a budget, scrutinise spending, and hold officials to account.

A corruption-free municipality creates jobs by building economic confidence, eliminating financial waste, and fostering an environment where businesses can safely grow.

Ekurhuleni residents deserve an administration that serves them, not one clouded by unanswered questions. We will continue to demand transparency, enforce accountability, and ensure that no official is above scrutiny.
