The Chairperson of the Portfolio Committee on Correctional Services, Ms Kgomotso Anthea Ramolobeng, is deeply concerned by allegations that inmates at Kgosi Mampuru II Correctional Centre are being forced to pay R240 for access to a bunk bed, with those unable to pay allegedly left sleeping on concrete floors in overcrowded and unsanitary cells.
 
The allegations that money is allegedly channelled to an individual outside the correctional facility and that sexual coercion may be linked to access to sleeping space are particularly disturbing to her. “If substantiated, such conduct would constitute a serious violation of inmates’ dignity and raise questions about security, corruption and the management of remand detention facilities,” said Ms Ramolobeng.
 
The committee welcomes the Department of Correctional Services’ (DCS) undertaking to investigate the allegations and expects the investigation to be urgent, thorough and transparent. Furthermore, the committee will seek a detailed briefing from the department on the outcome of the investigation and the measures taken to prevent such practices.
 
The reported use of a cellphone inside the facility also raises serious concerns about the smuggling of contraband and possible collusion by officials or other persons.
 
The committee is equally concerned by the reported arrest recently of a correctional official in the Western Cape after prohibited substances, cellular phones and other items were allegedly found in his vehicle during a targeted operation at Goodwood Correctional Centre.
 
Ms Ramolobeng said: “These allegations come against the backdrop of persistent concerns about overcrowding, contraband and the safety and security of correctional facilities. The committee reiterates that correctional officials must uphold the law and protect the rights and dignity of inmates. Officials found to be involved in corruption or the smuggling of contraband must face the full consequences of the law.”
 
She emphasised that the committee would continue to exercise its oversight responsibility and will require the DCS to account for both matters, including the measures being taken to strengthen internal controls, combat corruption and ensure that inmates have access to basic necessities without being subjected to exploitation.
