All is not lost for those property owners who did not object to their property value. The City of Johannesburg advises property owners who missed out on the opportunity to object on the General Valuation Roll (GVR) 2023, that they can now request the municipality to re-consider the valuation of their properties.
Property owners have opportunity to submit their Section 78 Query to be considered. A Section 78 query is essentially a submission made to the municipality that a property has been incorrectly valued, coupled with a request that the municipality re-consider the valuation of such property.
The GVR2023 objection period officially closed on 5 May 2023, after it was extended. This meant that no further objections will be accepted. However, there is another way for interested parties or property owners to query the value of their properties. They must complete a Section 78 query form after which it will be dealt with by the City as a query instead of a formal objection. It should be noted that if a property owner has objected to a property, a query on the same matter will not be considered.
Once a Section 78 query has been submitted, the owner will be notified of the outcome. All changes relating to a property in this process will also appear on the next supplementary roll, and the property owner will then have the opportunity to then object formally to the valuation if the owner disagrees with query outcome.
Kgamanyane Maphologela, the Director of Customer Communications for the City’s Group Finance Department, says only property owners who didn’t object can send through a Section 78 query.
“Section 78 queries can be lodged with the Valuations Admin Department at 66 Jorrisen street, Jorrisen Place, 1st Floor East wing regarding property details such as market value, category or size as published in the General Valuation Roll,” says Maphologela. Property owners should provide the City with the necessary evidence required to support their submissions.
