Outlining the process, which is a joint effort between the Department of Environmental Affairs and Tourism and the Tourism Business Council of South Africa, Van Schalkwyk announced the members of a steering committee tasked with driving the scorecard development process.
It will be chaired by Tim Modise, the chairperson of Proudly South African, and includes representatives nominated by government and the tourism industry.
Speaking about the necessity for developing a BEE scorecard in tourism Van Schalkwyk says that the transformation challenges in tourism are immense.
A study by Empowerdex in 2003 estimates that only 6% of JSE listed tourism entities have BEE ownership.
The management and control of these companies is, on average, 81% white male, 15% black male, and only 2% black women.
"This is a situation that cannot be allowed to continue – we must increase the representivity of tourism in all occupations and at all levels," he says.
Once developed and agreed upon, the scorecard will comprise a clear set of targets for transformation in tourism.
It is these targets that Government will use to monitor progress in transformation, and to target further actions where necessary.
Targets, to be weighted based on industry consultation and agreement, will be set for ownership; management and control; employment equity; skills development; affirmative procurement; enterprise development; and social development.
Sub-sector working groups will be created to liaise with their specific industry associations and to develop industry-specific scorecards.
Meetings will also be held with trade associations to create awareness of the process and to obtain inputs.
These be submitted to the steering committee which will consolidate all of the inputs in developing the final scorecard, with specialist advice from Empowerdex. "We are aiming to announce the final scorecard by the end of this year," says Van Shalkwyk.
He believes that the process will result in a tourism sector that is sustainable, competitive and supported by all South African communities.
