1. The African National Congress (ANC) welcomes the passing of the National Health Insurance Bill as a vehicle and catalyst for universal health access. This historic development paves the way for all South Africans to free medical health care effectively and sustainably in line with our vision for a caring society with access to
services irrespective of income levels.

2. Parliament's passing of the Bill will accelerate the overhaul of the medical system that is inclusive and responsive to the needs of the poor. This overhaul will lead to improved health infrastructure, a capable and sustainable healthcare service.

3. This development is in line with the government's constitutional imperative of the recognition of healthcare as a fundamental human right and the ANC’s vision of a better life for all.

4. After many years of research, feasibility studies and widespread consultations it is critical that the Bill be tabled before the National Council of Provinces for further deliberations to expedite its enactment into law to ensure an efficient healthcare system for all South Africans.

5. The Bill has been voted on by the overwhelming majority of the ANC representatives, thus confirming our commitment to advance the people's interests in line with our commitment to a better life for all.

6. The passing of the Bill is a reaffirmation of our 55th National Conference Resolutions on health as a priority and a need to intensify programmes to ensure ongoing improvement in the quality of healthcare and health services.
