Mayor Nasiphi Moya is jeopordising the finances of the Tshwane Metro by keeping Eugene Modise in the position of Member of the Mayoral Committee (MMC) for Finance.

Modise, the top ANC candidate in Tshwane for the 2026 local government election, not only benefits unlawfully from a municipal contract, and has links to a company that owes Tshwane tens of millions of rands, he also cannot pay his personal debt.

Today News24 reports that property beloning to Eugene Modise, also the ANC regional chairperson, is to be attached in execution of judgment debt. In the same judgment, adverse findings were made against Modise’s attorney.

Triotic Protection Services, the company belonging to Modise and has a security contract with Tshwane, is also cited in the judgment.

In line with a general pattern of dishonesty, Modise continues to deny that he has a proprietry interest in Triotic Protection Services.

Despite being found guilty of failing to declare and divest his interest in a municipal contract, Mayor Moya has kept Modise on in the critical portfolio of finance.

While Moya cannot replace Modise as deputy mayor, she can fire him as Finance MMC. Her failure to do so confirms that she is a proxy for the ANC.

Tshwane residents who trusted ActionSA with their votes in the past should take care not to make the same mistake on 4 November 2026.
