Today marks a historic day for South Africa. With the conclusion of first-reading debates in the National Assembly today, ActionSA introduced three major pieces of member-sponsored legislation that chart our vision to fix South Africa: a Private Member’s Constitutional Amendment Bill to abolish deputy ministers entirely and save taxpayers an estimated R1.5 billion annually; the “Fallen Whistleblowers Bill”, aimed at strengthening protections and incentives for whistleblowers exposing corruption and the looting of public funds; and the “Election Integrity Bill”, designed to prevent South Africa’s elections — every citizen’s most powerful democratic tool — from being distorted by fake and untrustworthy opinion polls.

Every single ActionSA Member of Parliament has now introduced legislation in the people’s Parliament — a first in South African parliamentary history and a meaningful fulfilment of the mandate given to ActionSA by the hundreds of thousands of South Africans who voted to fix South Africa.

The legislation introduced by ActionSA includes:

• The Constitution Twenty-Third Amendment Bill [B34–2025];
• The Electoral Laws Amendment Bill [B33–2025] (“Election Integrity Bill”); and
• The Protected Disclosures Amendment Bill (“Fallen Whistleblowers Bill”).

ActionSA has introduced a bold Cabinet Reform Package, made up of the Constitutional Amendment Bill by Hon. Athol Trollip, which abolishes the role of Deputy Ministers and strengthens parliamentary oversight of the executive, and the Enhanced Cut Cabinet Perks Bill by Hon. Alan Beesley, which reins in the record-setting excesses enjoyed by our Bloated Cabinet.

We have also begun introducing a series of bills under our Anti-Corruption Reform Package. Firstly, the Fallen Whistleblowers Bill, by Hon. Malebo Kobe, which strengthens protections and introduces incentives for whistleblowers who risk their lives to expose corruption. This is followed by the Zero Tolerance Corruption Bill, by Hon. Dereleen James. This bill introduces minimum sentences linked to the severity of corruption offences, with sentences of up to 18 years ensuring real and unavoidable consequences for those who steal from the public.

In bringing public representatives closer to the people, ActionSA has tabled the Public Servants for Public Health Care Bill, by Hon. Kgosi Letlape. This bill makes participation in the Parmed medical scheme voluntary, encouraging public representatives to make use of the same Public Healthcare facilities as ordinary South Africans.

We have also moved to protect the integrity of our elections through the Election Integrity Bill, by Hon. Lerato Ngobeni. This legislation brings South Africa in line with international best practice by regulating the political opinion polling industry and closing the door on misinformation.

ActionSA has several further bills in development, demonstrating our unwavering commitment to the people of South Africa. Today also demonstrates that meaningful parliamentary performance is not a function of caucus size, but of effort, discipline and tireless work in advancing solutions for the South African people. The era of action is truly upon us.
