SPEECH BY THE DEPUTY MINISTER OF PUBLIC WORKS, REV KEITH M ZONDI, AT THE OFFICIAL HAND-OVER OF THE MATJHABENG INDUSTRIAL PARK, Welkom, 15 Nov 2002

Ladies and Gentlemen
It is my privilege today, on behalf of Minister Stella Sigcau, the Minister of Public Works of the Republic of South Africa, to say a few words at this joyous occasion where we are officially handing over the Matjhabeng Industrial Park to the Lejweleputswa District Municipality.
Please allow me to convey the Minister's apology for her inability to be here owing to other pressing commitments and her sincerest regards to you and to reiterate her full support and active encouragement of developments of this nature - bringing infrastructure to people that enables them to work, grow and develop as entrepreneurs; which enables them to become the creators of further opportunities for employment and to ultimately take charge of our collective destiny by providing their share of the required goods and services that keeps the cash flow alive and well in our economy.
The construction of this industrial park was done under the auspices of our Community Based Public Works Programme. Under this programme infrastructure is brought to communities whilst: * Making maximum use of labour intensive delivery methods * Ensuring community empowerment through participation in the identification, construction, maintenance and management of assets * Promoting human resource development through the incorporation of training and skills augmentation in the project design and implementation * Making maximum use of local resources.
We believe that the participation in the projects is a valuable instrument in attaining the aim of reducing unemployment by creating productive jobs and opportunities for Affirmable Business Enterprises and providing education and training to unemployed people, especially women and youth to increase their chances of becoming self-employed or entering the formal economy. Training on the construction projects could involve vocational and generic training that further empowers communities through building their capacity to manage their own affairs. This contributes to building and strengthening local government and other local institutions.
One of the objectives of the Community Based Public Works Programme policy is to maximise the number of productive and sustainable jobs created via government's infrastructure spending. It is also important to ensure that infrastructure created is managed in such a way that the ultimate sustainability is ensured.
On this industrial park project, government has coordinated and integrated service delivery to the community from the beginning - you only have to look at all the role players here today, different national departments, local authorities and private sector organisations are represented, and all of them plus more have contributed to the milestone of making this industrial park a reality.
All the contributors shared a similar vision, values and objectives aimed at small, medium and micro enterprise development, investment promotion within this region and came to the project with an approach of ensuring maximum development, both immediate and as future potential.
We all want what is best for the local communities, the local market and the local economy, because only then will a worthwhile contribution be forthcoming to enhance the regional and national economic development of our country.
Public Works has contributed more than R2, 4 million from budget on this project for the planning, construction, professional fees, auditing as well as for partitioning and other structural improvements. We really trust that these facilities will enhance the productivity and ultimate growth of the local and regional economy.
My conclusive appeal to all the clients, users and otherwise concerned public is that we should make a concerted effort to maximise the contribution of this industrial park, to ensure its continued optimum functionality and its potential for growth. Let us really work together and be proudly South African!
It is my pleasure then to officially hand over these facilities to the Executive Mayor of the Lejweleputsa District Municipality, Ms Mamiki Qabathe.
