This will occur when newly-elected Premier Ebrahim Rasool delivers his ‘state of the province’ address on May 28.
Briefing the media last week, Rasool said the provincial cabinet had agreed that there was a need to transform the provincial administration.
The cabinet held its first meeting last Thursday, following the 2004 general elections last month.
"We agreed with the need for representivity, that there is a distinct absence of women and black Africans in the administration.
"And, therefore, if the Western Cape is to be home for all, then the demographic composition has to start reflecting that," the he said.
Rasool said the new cabinet was committed to a new kind of government and to ensure that the next five years would be the best for all the people of the province.
He said there was a huge backlog in the provincial service delivery in areas, such as health and education, which would be addressed.
"This plan will show that we mean business and will not be swayed from our stated objectives to improve the lives of our people.
