To amend the Vista University Act, 1981, so as to insert or amend certain definitions; to alter the constitution of the University; to further regulate the appointment of a rector and a vice-rector, and the delegation of the rectors powers; to alter the constitution of the council, the senate and the convocation; to provide for the election of students representative councils; and to repeal the provision providing for the refusal of admission of students; and to provide for matters connected therewith.
