EXTRACT FROM SPEECH BY WESTERN CAPE PREMIER MARTHINUS VAN SCHALKWYK SPEAKING AT THE HAND-OVER OF FUNDS TO A NUMBER OF WESTERN CAPE CULTURAL ORGANISATIONS, Cape Town, 13 December 2002

The Western Cape Provincial Government is firmly committed to supporting and encouraging the growth of arts and culture in our province. A very important and powerful part of building our World Class Province, which Cares, is the promotion of creativity and artistic expression which embody the diverse communities of the Western Cape.

It is with great pleasure, therefore, that we today present a number of Cape musical troupes and organisations with the lion's share of the R3 million conditional grants recently allocated by our Provincial Cabinet to further support and develop arts and culture. This funding is also being provided to encourage closer cooperation and coordination amongst a number of the groups involved.

In addition to the assistance for the Malay Choirs, the Christmas Choirs, the Cape Minstrels, and the Cape Philharmonic Orchestra, money has also been set aside to fund a provincial choir festival for choirs from formerly disadvantaged communities, and to contribute to the celebrations of next years Freedom Day in the province. The division of the funds is as follows:

* R500 000 for the Cape Minstrels
* R250 000 for the Malay Choirs
* R250 000 for the Christmas Choirs
* R1, 5 million for the Cape Philharmonic Orchestra
* R250 000 for the provincial Freedom Day Celebrations
* R250 000 for the Choir Festival

Where in the past there have been some who regarded arts and culture as somewhat elitist or divisive, in the Western Cape we have specifically chosen a wide range of organisations whose performances underscore our focus on celebrating our diversity. With the festive season rapidly approaching and with the expected flood of foreign and local tourists to the Western Cape, it is even more important for this support to strengthen some of the most immediately recognisable cultural groups in the province.

On behalf of the Provincial Government I would also like to pay tribute to the gifted musicians, artists, and performers whose dedication to their craft continues to enrich our province and our lives.
