SPEECH BY NORTHERN CAPE ACTING PREMIER AND MEC FOR PUBLIC WORKS JERRY THIBEDI ON THE OCCASION OF THE INAUGURATION OF KGOSI TSHEPO MANKUROANE, Taung, 19 July 2003

Executive Mayors, Mayors and Councillors,
Our beloved Traditional Leaders,
Honoured Guests,
Ladies and Gentlemen:

Today marks the dawn of a new era for the proud community of Batlhaping Bo Phuduhuchwana. Today the Batlhaping Bo Phuduhuchwana are making a new beginning. They are making a new beginning that will no doubt propel them further onto the path of prosperity, development and indeed a better life for all.

Today the founding fathers of the Batlhaping Bo Phuduhuchwana are rejoicing as they see their son Tshepo taking over the reigns and preparing to lead this community to greater heights.

The founding fathers of this proud community expect of Tshepo to carry forward the proud legacy left by the brave fighters of this community, who rose against the evil that is colonial invasion during the Langeberg Rebellion in 1897.

They expect of Kgosi Tshepo Mankuroane to continue to be the guardian of this community's rich history and cultural heritage. They will indeed feel let down if the gains they made in defending their customs and traditions, despite the brutality of colonial domination, are not advanced.

Correctly so, the founding fathers of this community have high expectations that Kgosi Tshepo Mankoroane will deliver this community from the icy and painful grip of poverty and underdevelopment.

It is for this reason that those of us gathered here today have a duty to wish Kgosi Tshepo Mankuroane well as he begins the long and hard journey of leading his people to the promised land.

We must also make a clarion call to the Batlhaping Bo Phuduhuchwana to rally behind their Kgosi. We must make a call to the community that they must close ranks behind their Kgosi.

We must make the point that under the leadership of their Kgosi, the community of this area must take part in their own development. They must desist from being innocent bystanders in the ongoing endeavour to improve the quality of their lives.

They must join hands with their Kgosi and put their collective shoulder to the wheel in order to launch a sustained onslaught on poverty and underdevelopment in this area.

It is this partnership between the Kgosi and the community that will bring prosperity to the Batlhaping Bo Phuduhuchwana. It is this partnership that will make this proud community an envy of all in our province and indeed the whole country.

More importantly, it is this partnership that will give practical meaning to the saying that; Kgosi ke Kgosi ka sechaba.

Equally, Programme Director, we who are gathered here today must make a call to Kgosi Mankuroane to forge strong partnerships with local government structures in this area.

Councillors in this area and the Kgosi must understand that their roles are complementary. They must embrace each other for the good of the community they serve.

Both the Kgosi and the elected representatives of our people at local government level have a duty to work together in order to facilitate sustainable development in this area. Should they neglect this duty, the only losers will be the community they are supposed to serve.

Programme Director, Kgosi Tshepo Mankuroane ascends the throne at a time when our country is engaged in the important process of defining the role of traditional leaders in our democratic state.

As government we move from the premise that the institution of traditional leadership has earned for itself a special place in the hearts and minds of our people.

Through the critical and decisive role it played in resisting colonial aggression as well as during the liberation struggle, the institution of traditional leadership has distinguished itself as a progressive force for change in our country.

Throughout history it has occupied the front trenches in the battle that lead to the demise of a system declared a crime against humanity by the civilised world.

That we today count ourselves among the liberated nations of the world is in part due to the heroic contributions of traditional leaders in our country.

As we engage in the sacred mission of building for ourselves a better country and continent, the institution of traditional leadership has a critical role to play.

Working in partnership with democratically elected representatives of our people, the institution of traditional leadership has a duty to entrench and broaden the gains of democracy in our country and more specifically in the rural areas.

Informed by this understanding we as government have both in word and deed ensured that the role that traditional leaders play in our communities is not eroded.

The recent Bill on the Role of Traditional Leadership and Governance clearly outlines the role that traditional leaders have to play within the context of the developmental state we seek to create.

We are encouraged by the positive messages emerging from the chairman of the National House of Traditional Leadership, Inkosi Mzimela, who recently said that government is moving in the right direction with regard to defining the role of traditional leadership in our country.

It is our belief that Kgosi Tshepo Mankuroane and many other Dikgosi in our province will follow the example set by Inkosi Mzimela and cooperate with government as it endeavours to strengthen democratic institutions in our country while preserving our cultures and customs.

We must use this occasion of the inauguration of Kgosi Mankuroane to make a call to traditional leaders to start preparing, in earnest, for the process of drafting our own provincial legislation outlining the role of traditional leadership.

Naturally, this legislation must be guided by the national legislation while taking into account the peculiar conditions prevalent in our province.

It is our belief that as traditional leaders of our province engage in this important task, they will act in a manner that gives practical meaning to Inkosi Mzimela's sentiments.

We are firm in our belief that they will act in a manner that seeks to further strengthen the already good working relations between the provincial government and traditional leaders in the North West. We owe it to the masses of our people in this province to keep this relation strong.

Collectively we must not loose sight of the fact that we share a common vision and a common passion to improve the quality of life of our people.

We must not lose sight of the fact that, acting together on critical issues such as HIV/AIDS and the registration of those who qualify for social grants, we have registered a number of gains.

It is this spirit that must guide us as we face the challenges ahead. It is this sprit that must cause us to face the future with confidence that the scourge of poverty and underdevelopment in our communities will eventually succumb to our collective and determined push.

It is this spirit that Kgosi Tshepo Mankuroane, whom we are inaugurating today, is expected to uphold.

On behalf of the provincial government, I join the many in our province and indeed the whole of South Africa in wishing Kgosi Mankuroane the best for the future. May the Batlhaping Bo Phuduhuchwana prosper and, more importantly, turn their backs on poverty and underdevelopment under his capable leadership.
