To amend the Special Pensions Act, 1996, so as to provide for the lapsing ofprovisions regarding rights to pensions and survivor's benefits on 31 December2006; to introduce a surviving spouse's pension, an orphan's pension, and a funeralbenefit; to regulate benefit payments to spouses and dependants; to provide for thereconsideration of determined cases by the Board; to provide for the repayment ofany benefit paid to a person that was not entitled to that benefit; to further regulatethe dissolution of the Board and the Review Board; to amend Schedule 3 to the Act;to add Schedule 4 to the Act; and to provide for matters connected therewith.
