The draft Second-Hand Goods Bill aims to regulate the activities of, among others, pawnbrokers, scrap metal and used-car dealers and promote ethical standards in their industries.
The bill requires all dealers in such goods to register, which would authorise them to trade in specified goods at specified premises.
The bill is intended to replace the old Second-Hand Goods Act of 1955.
According to a memorandum attached to the bill, the drafters of the old Act could not have foreseen the major developments in technology since 1956, especially with regard to electronic equipment.
The principles on which the original Act were founded had to be reviewed to address industry concerns and help policing.
Dealers would be required to keep a register of goods bought or sold as well as personal details of the buyer or seller. Failure to do so would result in a fine and/or imprisonment of not
more than 10 years.
