Dlamini-Zuma, who led a South African delegation to Ethiopia this week, would sign the pact after holding bilateral talks with Mesfin, foreign affairs spokesman Ronnie Mamoepa said.
"The bilateral political and economic discussions between ministers Dlamini-Zuma and Mesfin will culminate in the signing of a general cooperation agreement and avoidance of double taxation agreement," Mamoepa said in a statement.
He said Dlamini-Zuma flew to Ethiopia this week where she led a South African delegation to the fourth session of the Executive Council of Ministers of the African Union.
She would also attend the inaugural session of the Pan African Parliament today, Mamoepa said.
The council of ministers elected South Africa as a member of the Peace and Security Council for a period of three years.
Other members to serve a three-year term include Nigeria, Ethiopia, Algeria and Gabon, he said.
South Africa ratified the protocol on Amendments to Constitutive Act of the AU and the Signature of the Protocol to the African Charter on Human and Peoples' Rights relating to the rights of women.
During her official visit to Ethiopia Dlamini-Zuma would pay a courtesy call on Ethiopian President Meles Zenawi and his Prime Minister Girma Wolde-Giorgisan. The minister would return to South Africa on Saturday, ahead of the Asia-Africa Summit. – Sapa.
