The Public Service Commission has released a report on the performance of the Office of the Premier in each of South Africa's nine provinces for 2010/11. The report, published in March 2012, awarded the Office of the Premier in the Western Cape a score of 82% - the highest score out of all the provinces. The next two highest scores were awarded to Gauteng (77%) and the Northern Cape (64%). Each of the nine Premier's Offices was measured against the principles outlined in section 195 of the Constitution, namely:
Professional ethics
Efficiency, economy and effectiveness
Development orientation
Impartiality and fairness
Public participation in policy-making
Accountability
Transparency
Good human resource management and career development practices
Representivity
