TheInfrastructure Finance Corporation (INCA) Capacity Building Fund (ICBF) Summer School commences again this year from the 12 – 14 November 2012 at the FNB Conference Centre in Sandton. The theme of the Summer School is: “Planning for and achieving financial viability through sustainable development” and is sponsored by First National Bank (FNB), INCA Capacity Building Fund (ICBF), and Groupe Agence Francaise de Development (AFD).
The objective of the three day seminar is to strive to be a prestigious event of utmost relevance to municipal practitioners. The seminar is attended by delegates representing Metros and local municipalities from all the provinces.
Kgosi Ledimo; FNB CEO – Local and Provincial Government, Public Sector Banking says, “ As a bank we always need to be considerate of the link between the financial sector, and how its banking system can add impact on the economic growth and sustainable development of our local government. This seminar is a perfect platform for us to gather that information and implement it.”

It will be the 12th year that the event is being staged, and has over the years provided value insights and solutions for some of the key challenges facing municipalities. The value of the Summer School is maximised through issues being panel debated and delegates being able to network amongst each other. The findings and recommendations of this year’s event he says will again be well documented and a Memorandum will be handed to the Minister for Local Government,” says Noël Jelliman; CEO – ICBF.
Previously the ICBF carefully selected topics and speakers to cover the primary challenges and provided delegates with an opportunity to broaden their theoretical and practical knowledge base. The findings of last year’s seminar found that local government was facing numerous financial and human capacity challenges which, in the context of an overload of regulatory compliance measures, placed huge demands on senior municipal officials and councillors.
This year the programme will again allow sufficient time for presentations and question/answer sessions including a panel session with speakers and knowledgeable delegates from various sectors of the industry.
The spot-on topics and well prepared speakers will lead to a very interactive summer school which, according to the previous ratings, have added immense value and proved to be very popular and highly appreciated by the delegates.
