SA reconfigures Ministerial clusters to improve coordination

As part of the process to improve coordination within government and to enhance service delivery, the Presidency has announced that the Ministerial Clusters have been reconfigured.

The new clusters would comprise the Infrastructure Development; Economic Sectors and Employment; Human Development; Social Protection and Community Development; International Cooperation, Trade and Security; Governance and Administration; and Justice, Crime Prevention and Security.

The Infrastructure Development cluster would be led by Transport Minister Sibusiso Ndebele as chairperson and Public Enterprises Minister Barbara Hogan as deputy-chairperson.

The Communications, Cooperative Governance and Traditional Affairs, Economic Development, Energy, Finance, Human Settlements, Public Enterprises, Public Works, the Presidency's National Planning Commission, Transport and the Water and Environmental Affairs ministries would form the core departments of the cluster.

Further, the Agriculture, Forestry and Fisheries, the Communications, Economic Development, Finance, Higher Education and Training, Labour, Mineral Resources, Public Enterprises, Rural Development and Land Reform, Science and Technology, Tourism, and Trade and Industry Departments would form the core departments of the Economic Sectors and Employment cluster.

Rural Development and Land Reform Minister Gugile Nkwinti would chair the cluster, with Science and Technology Minister Naledi Pandor taking up the position of deputy chairperson.

The Human Development cluster would comprise the Arts and Culture, Basic Education, Health, Higher Education and Training, Labour, Science and Technology and Sport and Recreation departments and would be led by Basic Education Minister Angie Motshekga as chairperson and Health Minister Aaron Motsoaledi as deputy chairperson.

Meanwhile, Social Development Minister Edna Molewa would lead the Social Protection and Community Development cluster, which would involve the Cooperative Governance and Traditional Affairs, Environmental and Water Affairs, Human Settlements, Labour, Public Works, Rural Development and Land Affairs, Social Development, Transport, Women, Youth, Children and People with Disability ministries.

Public Works Minister Geoff Doidge would be deputy chairperson of the cluster.

The International Cooperation, Trade and Security cluster would involve the Defence and Military Veterans, International Relations and Cooperation, Finance, State Security, Tourism, Trade and Industry and Water and Environmental Affairs departments.

Minister of Defence and Military Veterans Lindiwe Sisulu and International Relations and Cooperation Minister Maite Nkoana-Mashabane would be at the helm of this cluster.

The Governance and Administration cluster, which would involve the Cooperative Governance and Traditional Affairs, Home Affairs, Justice and Constitutional Development, Finance, Public Service and Administration and the Presidency's Performance Monitoring and Evaluation and Administration departments, would be led by Home Affairs Minister Nkosazana Dlamini-Zuma as chairperson and Public Service and Administration Minister Richard Baloyi as deputy chairperson.

Meanwhile, Justice and Constitutional Development Minister Jeff Radebe would chair the Justice, Crime Prevention and Security Cluster.

Police Minister Nathi Mthethwa would be deputy chairperson of the cluster, which would involve the Correctional Services, Defence, Home Affairs, Justice and Constitutional Development, Police and State Security departments.

The clusters of the Forum of South African Directors-General (FOSAD), which provides technical support to the Ministerial Clusters, would also be reconfigured to mirror the Ministerial clusters, the Presidency stated.
