It is with humility that I stand before you, spearheading the commitment made by President Thabo Mbeki that 5 million children should be registered for social grants by 2005.
The event being in the district of Kgalagadi, a nodal point chosen by President Thabo Mbeki, adds significant value to occasion. It is imperative that we succeed in our combat against poverty.
The President holds the district in high esteem because it is pilot project to NEPAD. The success of this project will see Kgalagadi playing major role in healing the wounds of our battered mother continent.
We are aware of the long journey, sometimes fruitful, sometimes not that, you undertake to our offices to register. In accordance with the people's contract we both entered into, it is therefore compulsory for us to be at your doorstep to help access this grant.
Our united action against poverty, bagaetsho, made us deviate positively from engaging solely on child registration but mass registration for all.
Letlhaku le le sha, kgosi, le agelwa mo go le le gologolo. Abandoning the elderly will be foolhardy because our culture regards them as source of wisdom.
It is from this fountain of wise counsel, that the department feels passionate about our children, securing today for better tomorrow.
Act 108 of 1996, Section 28, grants children the right to family care, parental care or to appropriate alternative care when they are removed from the family environment.
Section 28 propels the children's right to basic nutrition, shelter, basic health care services as well as social services. Children should also be protected from maltreatment, neglect, abuse, degradation and exploitative labour practices.
Bagaetsho ba ba rategang, our ideal is to have a caring and integrated society that is self-reliant and upholds human dignity. People with empty stomachs, resort to all sorts of things, which might derail our dignity.
Yesterday, I was in Mothibistad, addressing drug a substance abuse. If we continue to overlook the plight of our children, they may rely on drugs as street kids to curb away hunger.
Your human dignity is principal in our goals as government as we continue to build people's contract. Our people's contract is that children from 0-11 years benefit from this exercise. We will extend this contract to children of under 14 in the next financial year.
This government deeply entrenched on the voices and mandate of the people is not deaf to your pleas. We are against our people being defrauded by mercenaries, clothed with the policies of the government you shed blood for.
It is in this fashion, that the government is in the process of establishing national social security agency to ensure effective and efficient management of social grants. We are going to establish pay point development. An amount of four million rands has been set aside to improve the conditions of grants payment.
To compliment this project, we shall also implement the mobile pay point infrastructure improvement in all our districts.
Co-operation of local farmers, community and the house of traditional chiefs will play a major role in pushing back the hands of poverty. Your working together will improve greatly the lives of the community.
Being a democratic government we cannot dictate to you how to spend your money. But my appeal to you all the beneficiaries is to refrain from buying liquor and indulging in substance abuse.
Coming to Kgalagadi, always make my chest swell with pride at how an area so poor in resources can have people so rich is spirit and humanity.
As we go back to head office, we will be inspired by your indefatigable spirit on how to face obstacles. Let us all roll our sleeves in ensuring better lives for all. The government will continue to strive for your well-being in honour of our contract.
