The FW de Klerk Foundation says that the new Protection of Information Bill currently before Parliament, is problematic because it ambiguously recognises the "harm of excessive secrecy" and the need to "promote the free flow of information within an open and democratic society" while establishing the basis for the extreme and arbitrary restriction of public access to government information.
