Plan in place to turn Eastern Cape government around

The Interim Management Team (IMT) deployed in the Eastern Cape to help rid it of acts of corruption and fraud in the public service is currently developing turnaround plans for the targeted five provincial departments.

This was revealed by public service and administration minister Geraldine Fraser-Moleketi addressing the media during the Parliamentary briefing week in Cape Town, this morning.

The five departments include health, social services, education, public works and finance.

‘These plans will be implemented from April for the rest of the year,’ said minister Fraser-Moleketi, adding that in the interim, a number of quick wins had been identified and implemented.

She said the intervention in the province by the governance and administration cluster was a major initiative for the year to assist the provincial government on governance and service delivery issues.

In his State of the Nation address last week, President Thabo Mbeki said the IMT would not only assist the Eastern Cape but would help government improve its overall system of governance.

'This work will be intensified in all three spheres of government, building on the experience accumulated within departments and through the efforts of such institutions as the Public Protector, the Auditor General and the Public Service Commission.'
He said the work of the IMT would continue with the necessary speed and intensity.

Moreover, minister Fraser-Moleketi said the soon-to-be-published Corruption Country Assessment Report, undertaken with support from the United Nations, gave a fair reflection of the state of government’s anti-corruption work in the country.

‘This report is factual rather than based on perception,’ she confirmed, adding that officials from her department were engaged in negotiations on the UN Convention on Corruption.

She added that the department was also implementing the Public Service Anti-Corruption Strategy, and an anti-corruption strategy for local government was being developed in cooperation with the department of provincial and local government.

The National Anti-Corruption Forum had been revitalised and would be making a presentation on its work to the Portfolio Committee on Public Service and Administration next week, she said. -BuaNews
