Speech by MEC Neliswa Nkonyeni on the occasion of the launch of the Alpha Operation Project in the North Sub District, Mandla Shabalala Sports Grounds, Ethekwini

Today we are assembled here to thank the men and women who at all times are geared and ready to come to our service in our hour of need and distress. We are also here to give to the community at large, the holistic picture of the Emergency Medical Rescue Service (EMRS) explaining:

* What is Emergency Medical Rescue Services?
* When to call for help using 10177?
* Why and How to get access instantly when using land or public phone?

Basically our mission today is to take this EMRS to you, the people of:

* Lower Molweni
* Ntuzuma
* Inanda
* KwaMashu
* Amaoti
* Emaphephetheni.

As I mentioned earlier, my mission is to make all of us learn to honour, protect and appreciate these Angels of Mercy that come to our houses, factories, sports fields, schools, street corners, road carnage scenes and wherever we need them. Remember they come with one purpose in mind: when we are incapacitated, these well-trained and highly skilled people they are there to provide us with a high quality pre-hospital emergency care service. Lezithunywa zethu ziqeqeshiwe ukubhekana nezidingo zethu ngokuphathelene ne:

* Emergency medical and rescue uma silimele noma sifuna ukutakululwa
* Non-emergency transport lapho kusetshenziswa khona uhlelo lwe Planned Patient Transport, kusizwa abagulayo kanye nabadala, behanjiswa ezibhedlela kanye nasemitholampilo kuladelwa imigudu ye referral system
* Disaster management service, kuhlengwa laba abavelelwe imishophi.

Lolusizo sithe asizokhuluma ngalo kinina ukuze nazi ukuthi lukhona, siphinde sinichazele futhi nanokuthi singuMnyango sesivule i Provincial Health Operations Centre okuyisizinda eningafonela kuso bese zonke izinkinga zenu ziyasombululeka uma niphathekile. Kuningi okutholakalayo uma uthintana nalesizinda esithinteka kunombolo yamahhala engu 0800 005 133. Lapha ngibala:

* Usizo ngama Ambulance
* Complaints line
* Whilste-blowing hotline
* Helpline for antiretrovirals (ARV) and Post Exposure Prophylaxis (PEP)
* Helpline for Employee Assistance Programme (EAP) kubasebenzi bethu
* Co-ordination for major incidents and disasters * Nolwazi ngokusebenza koMnyango.

Siyazi ukuthi kusekhona izikhalazo kwezinye izindawo nakweminye imiphakathi ngelokuthi ama Ambulance awafiki ngesikhathi, kancane kancane loko kuzoshintsha. Bheka nje ukwengeza kulezikhungo eziseThekwini, manje sesivule 4 satelite bases amane ezindaweni zase:

* Qadi
* Fosa
* Emaphephetheni
* Amaoti.

Esikuphokophele kakhulu njengoba siphakamisa lezinhlelo zethu lapha yiloku:

- improve access and response time and also to be in line with the preparation for the 2010 World Cup
- reduce hoax calls ama ambulance mawangaholelwa ophathe
- reduce exempt case lapho kutholakala ukuthi asifikanga endaweni esibizelwe kuyo, abantu baze baqhashe izimoto komakhelwane.

* Reduce blue code on transit/on scene lapha sikhuluma ngabantu abashona endleleni noma lapho belimalele khona. Umphakathi sizosebenzisana nawo ukuthi ama Ambulance anikele lapho edingeka khona ngempela.

Ukuqikelela ukuthi lemizamo yethu iyaphumelela, namhlanje sizonithulela abanye abasebenzi abasha abaqeqeshwe ukuba ngo Basic Ambulance Assistants. Ngokunjalo futhi sizonithulelela izimoto ezintsha ceke iziyishumi nambili 12 ezizogcwalisela ezinye ezingaphansi kohlelo lwe Alpha Operations.

Umphakathi ngithi mawuphinde umukele uhloniphe futhi naba o Shift Supervisors abangu 36 esingakwazanga ukubamukela ngokusemthethweni ngenkathi sine parade ngo August ka 2005 e Royal Show Grounds.

Undunankulu wesifunda uDr Sbu Ndebele kanye neMeya yeTheku sifuna bazi ukuthi uMnyango wezeMpilo uthi uzimisele kakhulu ukwenza impilo yabahlali ibe ngcono. Mphakathi othandekayo masibambisaneni sizivikele nasezifweni ezisibulala isidingo singekho.

Masiqwashisane ngengculazi, izingane zizithibe, izithandani zithembeke-ikhambi lalombulalazwe alikho. Abantu esihlala nabo asebekhohlele isikhathi esingamaviki amabili, masibagqugquzelele ukuthi bayohlola ukuthi abakangenwa yini i TB. Yona masitshelaneni ngayo ukuthi iyalapheka noma ngabe umuntu usephila nalo igcewane legculazi.

Masingacwasani ngezifo ezikhona ngoba loko kuvimbela abantu ukuthi bangezi phambili bazofuna usizo thina njengoMnyango esilukhipha mahhala.
