ria’s lower house of parliament yesterday ratified three
treaties with South Africa.
They centre on extradition of fugitives between the two countries,
mutual legal assistance in criminal matters and the statute of the
International Criminal Court.
It also ratified the United Nations protocol to prevent, suppress
and punish trafficking in persons, especially women and children,
and the UN convention against torture, degrading and inhuman
treatment or punishment.
Thousands of Nigerians are trafficked abroad annually to engage in
menial jobs and prostitution.
Also yesterday, the House of Representatives and the Senate
approved emergency regulations for President Olusegun Obasanjo to
be applied in the central Plateau State.
Obasanjo declared a state of emergency in Plateau on May 18 to
check killings resulting from intermittent ethnic and religious
crises in the state.
Part of the regulations would empower him to detain troublemakers,
control the possession and use of firearms and explosives and also
impose curfews.
Others would be to regulate processions and meetings and to
