Ladies and gentlemen
Realising that communication plays a critical role in deepening our democracy and promoting a culture of equal human rights, the launch of the website of the Office on the Status of Persons with Disabilities has come at the right time in the Northern Cape.
This evening, we officially launch the website of the Office on the Status of Persons with Disabilities - A website that is geared towards providing information to all that will access it, in the Northern Cape and elsewhere in the world, regarding the disabled people and programmes for the disabled in the Province.
With a website looking into and addressing the issues and programmes of the disabled in our Province, we could connect with many parts of the world electronically and access information from other websites, while people around the globe could also access information from the Northern Cape.
There are over three million people with disabilities in South Africa, and the majority of them are women. An awareness and understanding of the real needs of the physically and mentally challenged can only be achieved by continuous interaction and not by isolation.
Today as we celebrate Ten Years of democracy, and the month of August being Women's Month, we have to reflect on our achievements and challenges. A large number of our people with physical, sensory and mental impairments live in conditions of injustice, indignity and hardship.
All such disabled persons have the right to full and equal participation in the social life of the community and to enjoy living conditions equal to those of other citizens, including an equal share in the improvement in the standard of living resulting from social and economic development.
The Constitution of South Africa guarantees equal treatment for all citizens, and, indeed equal treatment, which affirms those who have been, and continue to suffer discrimination in our society.
We as government have a responsibility to drive our awareness campaigns in ensuring that our communities realise that rehabilitation should be regarded as a process of physical, mental and social level of functioning. Rehabilitation is geared towards providing tools to direct and achieve independence.
As we launch this website, we are empowering our communities with access to information, as compiled and provided by the Office on the Status of Persons with Disabilities. We will also be removing the barriers to full participation by disabled people in provincial government programmes by encouraging public discussion through public consultation on all matters relating to the status of persons with disabilities.
The Office on the Status of Persons with Disabilities has the role of championing significant improvements in the status of persons with disabilities in the Northern Cape.
This Office, furthermore, carries mandates of advising, reporting to and making recommendations to the Provincial Government on matters relating to the opportunity for full and equal participation of persons with disabilities in the life of the province.
People with disabilities are often subjected to unfair criticism and have to put up to intimidating and humiliating processes in order to identify themselves.
It is therefore fulfilling for the government that we recognise that disability is not the major barrier for people with disabilities to living fulfilling lives.
Communities will be updated about the extensive developmental programmes, which are geared towards empowering our disabled citizens. Communication and dissemination of information through this electronic mouthpiece will assist the process of addressing the challenges facing the disabled in the Northern Cape.
In conclusion,
We also acknowledge that it is government's task to look beyond any differences and lead our communities in a programme of action, which includes all persons in services rendered by government, and live a lifestyle where inclusion and accepting diversity is doing what comes naturally.
Today marks a watershed occasion, which enables us to reflect on the road we have travelled in seamlessly implementing our service delivery plans.
The achievements of the ANC-led Government are numerous, even with issues concerning the disabled persons, coming from a past where challenges and barriers of the disabled were not dealt with.
Tomorrow morning, Premier Dipuo Peters will officiate at the launch of the Batho Pele Gateway. This one service centre is the initial stage for the electronic one stop centre for e-government. This centre seeks to promote the principles of Batho Pele particularly that of broadening public access to services of government. It involves the establishment of a single computer operated point of access to government services.
People of the Northern Cape, I encourage you to access this newly-initiated medium of communication as an effective and efficient tool to transfer and access information regarding the disabled. I believe that people with disabilities have the right to represent themselves in all matters that affect them in any way.
On behalf of the Northern Cape Government and the Premier of this Province, Ms. Dipuo Peters, I welcome this initiative.
