SPEECH BY NORTH WEST PREMIER, EDNA MOLEWA, ON THE OCCASION OF THE LAUNCH OF THE TSHEDIMOSETSO MPCC, 15 September 2004

There is no greater task in front us than improving the lives of the many people of the North West province through such rigorous programmes aimed at fighting poverty and underdevelopment as the one we are launching today.
It is therefore my greatest honour today that I come to demonstrate our government's commitment to eradicating poverty and uplifting communities that have experienced many years of neglect and underdevelopment.
The MPCC we are launching today is not the only answer to your needs and service delivery challenges, but it is part of our comprehensive response as government in trying to push back the frontiers of poverty. We believe that it is only through initiatives that involve the communities, like this MPCC, that we can best address the overwhelming levels of unemployment, poverty and re-instil a sense of hope to the many people of North West, in particular the rural villages under Ventersdorp.
The location of this MPCC in Boikhutso village is also of strategic importance to us. In this Southern District of the Greater Ventersdorp Local Municipality, the five surrounding villages of Ga-Mogopa, Tsetse, Goedgevonden, Mafole and Boikhutsong will all be serviced from this MPCC.
No longer will people have to travel long distances between the towns of Ventersdorp, Potchefstroom and Klerksdorp to access government services. The Departments of Health, Social Developments for grants, Home Affairs for necessary citizens' documents like IDs, marriage and other certificates, Sports, Recreation, Arts and Culture, Labour for Unemployment Insurance Fund and other services, the Government Communication and Information System (GCIS) as well as a telecentre for telecommunications needs will all be accessible within easy reach of the people, through this MPCC.

Our interactions with you have made clear the challenges you face daily in your lives and where speedy intervention was required. We are aware, for instance, of the pressing matter of electricity. Other needs include serviced stands, sanitation facilities, telephone facilities, a 24-hour clinic, adequate and reliable public transport, proper payment point for pensioners and the much-needed recreational facilities.
While this MPCC will not resolve all of these challenges immediately and at once, it definitely signals new beginnings for the communities of Boikhutso, Ga-Mogopa, Tsetse, Goedgevonden, Mafole and Boikhutsong. It will mean that essential services of government are available at their doorsteps.
We therefore acknowledge and welcome the kind of public-private partnerships that make such MPCCs possible and we call on the business communities not to stand on the sidelines but contribute in the important task of community development.
I must further point out that the Boikhutso MPCC is the first of its kind in this region and we are proud of it. While the national government plans to have no fewer than 60 MPCCs in the country, one in every district by the end of this year, the North West government intends to have one MPCC per local municipality by the end of 2014. Nothing will stop our determination to bring government to the people.
In this Second Decade of our Democracy and Freedom, we will make it impossible for this or any future government to abandon the historical developmental role of our state.
This we will do by, among other things, setting ourselves practical deadlines like we mention above to deliver on the essential services of the people, particularly programmes geared to meeting the challenges of unemployment, poverty, underdevelopment and HIV and AIDS.
The time for endless planning is over, our poorest of the poor have spoken and we now have a clear duty to deliver. We may have inherited a slow-grinding machinery of public service, but the mandate of this government is to ensure speedy delivery of services, especially in the Second Decade of Democracy. That is the task on which we dare not fail our people.
Ladies and Gentlemen
The improvement of the quality of life of our rural people is our only option. Failure is not an option. We therefore take special delight in opening these facilities. This Multi Purpose Community Centre belongs to you, make good use of it, protect it jealously and utilise it for the further development of this community.
I now have great pleasure to declare the Boikhutso Community Development Centre officially open.
