SPEECH BY NORTH WEST PREMIER MS EDNA MOLEWA ON THE OCCASION OF THE LAUNCH OF THE BATHO PELE GATEWAY PORTAL, Lebotlwane, 3 August 2004
Programme Director;
Colleagues from the Executive Council;
Ladies and Gentlemen:
It is an honour for me to address this important occasion of the launch of the Batho Pele Gateway project in Lebotlwane.
We are gathered here to witness yet another milestone in our ongoing effort to bring to reality the principle of Batho Pele, People first.
The Batho Pele Gateway we are launching today gives practical meaning to the principles of Batho Pele, particular the principle of broadening public access to government services. It is part of effort to ensure that our people derive maximum benefit from the implementation of the principles of Batho Pele.
Through this launch, we are indeed taking bold step towards bringing government services closer to the people. Today's launch forms part of our drive as government to ensure that government services are easily accessible to our people, particularly those in rural areas.
As from today the people of Lebotlwane and surrounding areas will for the first time have a convenient one stop centre where they could access government services and information such as how to apply for social grants, a birth certificate and an identity document.
This will go a long way towards improving the lives of the people of this area.
It is our intention to connect as many Multi Purpose Centres as possible to the Gateway portal in order to ensure that this important service reaches all our people.
Community Development Workers, who are currently being trained and will be deployed, across the country will also be linked to Gateway. Our people can also have access to Gateway through a telephone call to a toll free number.
Programme Director, we are doing all these things with a view to ensuring that our public service is people-centred and that it works directly with communities in the process of reconstruction and development.
We are also doing these things in order to ensure that government services are provided in a transparent manner to all our people.
Furthermore, the initiatives we are making are part of our efforts as government to develop new and innovative ways of providing government service to our people.
These initiatives also give us an opportunity to improve on levels and standards of service delivery.
Improving the quality of services offered to our people particularly those in the rural areas is an issue we will continue to place emphasis on. In our Province of the North West, which is largely rural, there is an even greater need for us to pay serous attention to improving the delivery of services in the rural areas.
We have a responsibility to ensure that; like their counterparts in the urban areas, our people in the rural areas are able to have easy access to government services.
Gone are the days where our people in the rural areas will be forced to travel long distances in order for them to reach a government service point.
Equally, the time for our people to move from one pillar to the next in order to access the various government services is no more.
Through projects such as Gateway we are succeeding in opening new and more convenient doors for our people to access government services.
Projects such as Gateway are undertaken in order to contribute towards the attainment of the goal of building a better life for all.
Furthermore, these projects are an indication that ours is indeed a caring government, a government that both in word and deed is committed to improve and high quality service delivery.
As we launch the Gateway project, we wish to make the point that the success of this project will depend on government and communities working together within the context of a people's contract.
In order for communities to derive maximum benefits from the services offered by Gateway, various stakeholders need to cooperate and ensure that those who need these services are able to have access to them.
I have no doubt that the people of Lebotlwane and surrounding areas will respond to our call by looking after this facility so that it continues to be of benefit to this community for many years to come.
Let us all work together in a people's contract to expand access to government services.
