ADDRESS BY GAUTENG FINANCE AND ECONOMIC AFFAIRS MEC, JABU MOLEKETI, ON THE TABLING OF DEPARTMENTAL ANNUAL REPORT, Provincial Legislature, Monday, 25 August 2003
Honourable Speaker,
Honourable Premier,
Honourable Members of the Legislature,
Honourable colleagues in the Executive Council,
Ladies and Gentlemen.
It is a privilege for me to present the Annual Report of my department; it is a means of communicating the achievements of the department in contributing to a "better life for all".
The department has built on the successes of previous years and consolidated its work in key areas of responsibility, which are to provide financial management leadership in the province and optimise our contribution to create an enabling environment for economic growth.
The best judge of the performance of Treasury has been the achievement of unqualified audit opinions by the departments in the province. This has been attained a year ahead of schedule. Implementation of the PFMA focuses on many aspects but this achievement is the key measure of that success.
The Gauteng Liquor Act 2003 was adopted by the Legislation, which aims to regulate the Liquor industry whilst growing the economy. The Gauteng Liquor Act together with the National Bill are intended to promote self regulation in the liquor industry and improve economic empowerment. The new Liquor Act has been adopted by Legislature.
Consumer Affair is rendering services to educate and inform consumers about their right to encourage responsible consumers to enhance the relation among all parties in business. The Consumer Affairs Office on Wheels (CAOW) was launched. The Office on Wheels embarks on various road shows to interact with communities and educate them about their rights and responsibilities as consumers. More than 40 communities were visited by CAOW.
The consumer education and awareness continues to grow. The office has distributed more than 1 million information booklets and has conducted more than 30 radio talk-shows.
A new curriculum for consumer education was launched in September 2002. This curriculum is being piloted for Grade 7 learners. For the first time in Gauteng, learners in Grade 7 will now be educated on their consumer rights and responsibilities.
The Consumer Public Protector in the Gauteng Consumer Court successfully defended the consumer cases in the country brought before it. There has been a change in policy with regards to outstanding cases. All outstanding cases older than six months are now forwarded to the consumer court for resolution. This is to ensure that justice is achieved speedily.
The Consumer Court has heard forty cases in the financial year. All of the matters brought before the court except two were struck off the roll. Thirty-eight cases were decided in favour of the consumer. This has resulted in a saving of R18.7 million for consumers.
The Gauteng Trade and Industry Strategy 2003 seek to be holistic and sustainable because it takes into account the impact of industrial activity on the environment and establish methods to minimise it.
The Gauteng Tourism Authority (GTA) has continued to play a key role in positioning Gauteng as a premier destination. It was a significant stakeholder in the World Summit on Sustainable Development and the Cricket World Cup 2003. GTA has also played a key role in co-coordinating the tourism marketing activities of the local authorities.
GEDA continues to play a significant role in attracting investment in Gauteng. Its focused approached has facilitated R1.5 billion worth of investment. It has also provided a facility for 60 SMEs to showcase their products to the international market.
Gaumac had its first full year of operation in the 2002-2003 financial year. The demand for their services exceeded the projections and they were hard pressed to provide a service to the manufacturing SMEs. Gaumac through its interventions were instrumental in creating and sustaining 5 191 jobs.
Gauteng Gambling Board (GGB) has increased the revenue collections. The GGB continues to regulate the gambling industry. During the course of the financial year, 30 people convicted for illegal gambling and 268 machines were confiscated and destroyed. A total of 598 persons have utilised the Board's self-exclusion program.
The Gauteng Film Office was instrumental in securing R110 million investment and 130 jobs were created due to filming of 24 short stories.
Blue IQ has maintained its momentum in delivering on infrastructure. The Bridge has been opened. Three new component manufacturers have signed up for the Supplier Park and construction has begun in Kliptown.
The purpose of the Blue I.O has always been to grow the economy to create employment and to change the sectoral make up of Provincial GGP. Strategic infrastructure is a crucial pillar for such a new economic growth trajectory but real challenge lies in creating new industries, attracting new factories and companies and negotiating local and foreign direct investment to populate this infrastructure.
Conclusion
The year under review has been a challenge to the department and implementation of the programmes of the Department has made a difference in life to many South Africans.
To conclude, may I take this opportunity to acknowledge all the efforts of the department staff for their contribution and commitment. Last, but not least I wish to thank the Premier for his leadership, my colleagues in the Executive for their support.
