SPEECH BY NORTH WEST PREMIER, DR POPO SIMON MOLEFE, ON THE OCCASION OF THE FAREWELL FUNCTION ORGANISED BY THE ZEERUST LOCAL MUNICIPALITY, 5 March 2004

Ladies and Gentlemen.
I am pleased to be part of this occasion organised by the Zeerust Local Municipality. I am also humbled by the honour given to me by the Municipality and the people of Zeerust.
This honour is an acknowledgement of the massive progress we made in improving quality of life of the people of the North West, since the 1994 democratic breakthrough.
More specifically, this honour is an acknowledgement that since 1994 we have made remarkable progress in expanding access to basic services such as water, electricity, decent shelter, education and health.
This honour is also in recognition of the fact that today there are more people in the North West Province whose dignity has been restored and whose quality of life has changed for the better.
It is an acknowledgement that we have succeed, over the past ten years, in building a provincial economy that can better respond to the needs of people of our province.
Equally, this honour is in recognition of the reality that we have brought stability and racial harmony in our province. It recognises that we have removed pockets of rightwing extremism that were characteristic of certain parts of our province.
It is a fitting tribute to the work we have done in improving relations between farm workers and farmers in our province.
That today the people of Zeerust have decided to organise an event of this nature speaks volumes of their appreciation of the reality that we are succeeding in our programme to bring land back to our people.
Through targeted interventions such as the Land Redistribution for Agricultural Development Programme (LRAD), more and more of our people have access to productive agricultural land which they are using to uplift themselves.
Through this honour, the people of Zeerust are confirming that indeed our province is now a better place than it was in 1994. They are confirming that there is growing consensus in our province and indeed in the whole country that now, more that ever before, the goal of building a better life for all is within reach.
It is reasonable therefore Programme Director, to say that this honour by the people of Zeerust, belongs to all those men and women of our province who have made it possible not only for us to attain our freedom, but also enabled us to translate the gains of our liberation into a qualitative improvement in the lives of our people.
It is befitting that this honour is bestowed by the people of Zeerust, an area with a rich history of struggle for human dignity and freedom.
In this regard, we are reminded of the peasants of this area who fought bravely against colonial aggressors.
We are also reminded of the fact that this area was home to heroes of our liberation struggle such as Onkgopotse Tiro, Mme Gertrude Mpekwa, Ramontshiwa Moiloa and Lekolwane Sebogodi to name a few.
This honour belongs also to them.
Equally, this honour belongs to some of the veterans of this area whose contribution to the struggle for the upliftment of the people is beyond doubt. These include Mme Mamosebi Mosebi, Mme Aletta Masobe, Mme Mantho Majafe and Mme Sego Naami and many others, whose names will, no doubt, feature prominently in the contemporary history of this place.
Programme Director, this occasion could not have taken place at a more appropriate time as it coincides with preparations for the tenth anniversary of freedom in our country.
It is therefore an integral part of efforts by all of us as South Africans to take stock and celebrate our achievements since 1994.
Like their counterparts in the rest of the country, the people of the Zeerust Local Municipality have reason to celebrate.
Acting together, they have succeeded in making giants leaps towards the goal of building a better future for themselves.
Specifically, the people of this Municipality are celebrating the eradication of the bucket system and household water connections in Ikageleng Township.
They are celebrating the rehabilitation and resealing of roads, construction of a 16-kilometre bulk water supply and the upgrading of the sewer treatment system in the town of Zeerust. In addition they are grateful that the Community Hall in Madutle has been completed.
They are also happy that the construction of the N4 Platinum Corridor, which brought to them some benefits, including job creation.
As this honour urges us to celebrate the milestones we have reached in the past ten years, it simultaneously reminds us that there are still daunting challenges ahead of us.
In particular this Municipality faces challenges, which include the acceleration of projects to build over 500 houses in Lekgophung and Khunotswane.
Other challenges are the building of a Health Centre in Dinokana and the upgrading of internal roads in Ikageleng Township and Welbedacht.
I am happy that these projects are currently at a planning stage. It is also gratifying to note that the for the financial year 2004/2005, the Municipality has set aside over R10 million for various projects whose purpose is to better the lives of the people.
Ladies and Gentlemen, because of our successes over the past ten years, there is no doubt that acting together the people of this Municipality can and will overcome the challenges they face.
They are justified to embrace the future with confidence that the ongoing effort to improve their lives will continue to gather momentum.
Let this honour that the people of Zeerust are bestowing today, propel all of us to work towards the building of a people's contract to create work and fight poverty.
Once more thank you very much for this honour.
