The Breaking New Ground Housing Strategy determines that sustainable human settlement must be developed to accommodate people with various housing needs in quality housing environments. The real housing need must be known.
To meet these requirements it is important that the housing needs of the communities must be understood by all of us within the three spheres of government. For instance an informal settlement consists of shacks. Do we know who are living in these shacks and what the real housing needs are? In Gauteng we have determined through an informal settlement survey of 392 settlements that 69% of shacks are occupied by families, 31% by single men and women, 8% have received subsidies previously, while
