Our main focus is to continue making sure that we have a sustainable housing and human settlement process to achieve housing with secure tenure, within a safe and healthy environment, and the development of viable communities for all people.

As the Premier has announced that we are on course with our major housing initiatives, and in upgrading and eradicating informal settlements. We have serviced over 44 000 stands and by the end of March 2005 we would have serviced about 54 928 stands. By June 2005 the registration process of informal settlements will be completed and data gathered will be used for planning purposes.

For the 2005/2006 financial year we plan to develop about 85 000 stands and we will mainly use labour intensive methods in order to create job opportunities for local people. The following is a breakdown per region:
Sedibeng- 6 608; Metsweding - 2 057; West Rand - 2 408; JHB North - 6 137; JHB South - 18 996; Tshwane - 16 024; and Ekurhuleni - 21 261. Through the Community Builder Programme we will deliver 20 000 top structures and 5 000 through the People's Housing Process.

The Premier has alluded to the rejuvenation of Kliptown. Construction work to develop 1400 units by the end of May 2005 is on course and beneficiaries from Kliptown and surrounding townships such as Orlando, Pimville and Klipspruit will benefit from the project. This is where the call of "There shall be houses, security and comfort" was declared. Indeed there shall be houses in Kliptown, come June 2005.

The Department is currently implementing and exploring various housing projects that will ensure that people from different racial groups with varying income levels begin to appreciate the value of sharing the same space. One of those key projects is Cosmo City and we are on course to deliver 250 houses and 1400 serviced stands by the end of March 2005. Our target for 2005/06 financial year is to complete 2000 serviced stands with water and sewer reticulation, 2000 stands with road and storm water, 2 800 fully subsidised houses and 850 credit-linked and bonded houses.

The construction of the Brickfields Housing Project, with a total of 1400 units, at a cost of R98.4m is on course. The first phase is expected to be completed by 31 March 2005 with 646 units ready for occupation. The second phase that will see the construction of 1200 units commenced this month and will be completed in February 2006.

The Department has designed a phased approach to the stabilisation of hostels. In terms of this approach, Phase One looks at the immediate physical needs of the hostels and implementation of Health and Safety interventions to maintain desirable living conditions for residents.

Together with local authorities we have identified 33 hostels where maintenance work will take place and deal with issues such as water reticulation; visible lighting; access controls; repairs to windows and doors; and unblocking of sewers by the end of March 2005.

We are also on course to complete 828 units in 6 different hostels by the end March 2005. For the 2005/2006 Financial Year, we will implement 36 different projects aimed at conversion and redevelopment of hostels around the province. These projects will result in 7 500 units and our target is to transform all our hostels by 2008.

As promised last year that we will shift from quantity to quality housing delivery, we have so far build 12 588 houses in various municipalities and a further 5 231 will be completed by the end of March 2005. Our target for 2005/2006 Financial year is to deliver 20 552 formal housing units.

The Alexandra Urban Renewal Project is on track and will be finalised by 2007. During the 2005/2006 financial year the following will be achieved:
* The upgrading of Pan Africa is already underway and this consists of the Construction of the taxi rank, construction of a retail, commercial and entertainment complex, and provision of facilities for small and informal traders
* Development of 1 403 Houses in Ext 7 has been planned and construction will start in April 2005 and this will be completed by December 2005
* Land acquisition process resulted in identification of several pockets of land that will be used to develop different housing products for people of Alexandra in line with promoting mixed income development for different income groups.

* The construction of an additional section to Edenvale Hospital will be completed by August 2005 * The process of transferring 6000 properties to their rightful owners will begin in May 2005 and be concluded in 2007.

In Bekkersdal the following will be undertaken during 2005/2006: Upgrading the CBD and Taxi Rank; Upgrading of East and West Clinic; the construction of the Local Business Support Centre and Rebuilding of 84 violence-affected houses.

In Evaton the focus will be on rolling out infrastructure projects with more emphasis on upgrading the sewage pump station and network, construction of surfaced roads, and installation of street lights on main access and bus routes.

Part of our Urban Renewal Programme now includes work to be done in TOP 2O Townships in order to deal with backyard dwellings and upgrade the infrastructure. The pilot project of the 10 Targeted Zones for the 2005/2006 financial year are Orlando, Zola/Emndeni, Tembisa, Duduza, Sharpeville, Boipating, Kagiso, Munsieville, Atteridgeville and Mamelodi.

In its drive to promote home ownership, the department embarked on a process called Regularisation and Transfer of Ownership (RETRO) which will see the transfer of 7 300 provincial owned houses before the end of 2005/2006 financial year. We have facilitated the transfer of 15000 houses to their rightful owners and a further 20 000 will be processed in the next financial year through the Transfer of Residential Property (TORPS) programme.

The Premier has laid the base for what needs to be done in our province and we are optimistic that we will deliver on the commitments. The department remains committed and focused and will forge ahead with its objectives of accelerating the delivery of quality houses and thereby, fulfilling the mandate bestowed to us during the 2004 polls.
