Esteemed Participants in this Pamoja
Ladies and Gentlemen:
I am honoured to be here today, to share with you some insights regarding the role of Governments in providing information and communications technologies (ICTs) for development. I am also here, in support of the objectives of the Pamoja, within the framework of the WSIS, World Summit on Information Society, to create a people-centred, all encompassing information society with specific reference to the needs and challenges of people with disabilities.
It is a sad indictment of society in general that people with disabilities have been traditionally viewed as abnormal, as deserving pity and care and not as holders of rights equal in dignity and freedom. Happily, that notion of disability is undergoing revision because social values, norms and attitudes are not static
